Sheriff Donald W. Fleming

Sheriff Fleming is a veteran law enforcement officer with more than thirty years of extensive law enforcement experience. A native of New York City, he began his law enforcement career in 1973 when he was appointed to the Little Ferry, New Jersey Police Department. In 1985 he was promoted to the rank of Detective Captain of the Investigation Division; and served as Little Ferry Police Chief for 14 years after being promoted to Chief of Police in 1987.

A graduate of William Paterson College with a Master's Degree in Urban Studies and a Bachelor's Degree in Criminal Justice, Sheriff Fleming’s knowledge of the criminal justice field is immense. He has attended numerous professional and technical development seminars conducted by the Federal Bureau of Investigation, Secret Service, state and county law enforcement agencies. He has also served as Adjunct Faculty at Fairleigh Dickinson University, Criminal Justice/ Sociology, and as guest speaker at professional seminars regarding a variety of law enforcement topics.

Sheriff Fleming is listed in several Who's Who and is a member of a number of professional organizations to include the International Association of Chief's of Police, New Jersey Police Honor Legion, New Jersey Police Crime Prevention Association, New Jersey State Chief's of Police, the Bergen County Chief's Association, The Federal Foundation of New York and past president and gold card recipient PBA Local 102.

Sheriff Fleming is a Vietnam Veteran and member of VFW Post 8696, Knights of Columbus fourth degree assembly 2810 and Council 10514, Italian American Club, American Legion Post 0115, and current member of the Florida Sheriff's Association and National Sheriff's Association. He is an advisory board member for the Boys and Girls Club of Volusia-Flagler, the Family Life Center for Domestic Violence, Crime Stoppers of Volusia-Flagler, RSVP Flagler County and Executive Board member of HIDTA (High Intensity Drug Trafficking Area) Task Force, Jacksonville Region.

You can be assured that I will continue to work closely with our Commissioners, our communities, and my staff to maintain a level of service that will effectively provide safety and security at a reasonable cost to you, the taxpayer.

I believe strongly in a proactive approach to public safety services. My philosophy is one of having the vision to see a problem on the horizon and investing resources at the front end to ensure the problem does not become entrenched in our community. The proactive approach is effective and requires understanding that the investment made early may not produce immediate results but is the most effective way to produce a positive outcome in the long run. Some of these proactive strategies have been implemented and include:

  • Seeking re-accreditation to ensure the Sheriff's Office is one of the most efficient and up-to-date law enforcement agencies in the nation.
  • Additional Traffic Officers to our County Wide Traffic Unit to curtail the increasing traffic problems associated with the growth of our communities.
  • Continuing emphasis on updating our five year strategic plan to keep our priorities in order and relevant to the community's needs, feedback, and resource availability.
  • Directing resources to substance abuse education, prevention, and enforcement.
  • Holding my staff accountable for their actions. Your trust in our profession is paramount and speaks to the very reason we exist.
  • Adding additional School Resource Officers to our expanding schools. It is imperative to reach out and make a positive impact on our children at the earliest possible age when they are most impressionable.

I am extremely proud of the men and women who make up your Flagler County Sheriff's Office. Their professionalism and dedication to duty reflect well upon our profession and they are dedicated to you, the members of this community. They strive to provide the best services possible.
